The Emirati Legislator’s Confrontation of Extremist or Terrorist Ideology Through Advice: An Analytical Study
This study addresses the confrontation of the Emirati legislator with extremist or terrorist thought through repentance. It reviews the essence of extremist and terrorist thought by defining it, which is based on the person's adherence to ideas or beliefs or adopting different philosophies that conflict with the prevailing thought in society. This is accompanied by behaviors of the individual, including demonstrating readiness to cause material or moral harm to private or public property or individuals within the state's territory or outside it, thereby exposing the goals and principles established by the state to danger, without starting to implement those actions.
As for repentance, it is a special legal measure where the court rules based on the availability of certain conditions for individuals who have not yet committed the crimes but are at risk of doing so. This includes also those who commit terrorist crimes but repent before the Public Prosecution and are guided by specialized experts to correct their ideas and beliefs. They undergo regular reviews by the specialized court through reports provided from the prepared centers.
The legislator has not granted the convicted person, who has exercised their right to repentance, the right to appeal the issued judgment, as the platform is considered an essential judicial means of recourse.
